My armchair, barely-informed reading of what Hales is doing is both an excellent job of covering his own ass by appearing to go way above and beyond, and also a complete waste of time since this weird land use won't be approved anywhere R2DToo wants or at a price the city will be ultimately be willing to pay, including the costs of legal challenges.
This Old Town lot for example - is the city really going to buy a derelict building and keep it derelict, i.e. make no seismic improvements and allow R2DToo to occupy only the bottom floor? What do the city's risk managers say about a situation where the city is pretty much admitting fault if the building collapses in an earthquake and kills "60-80 homeless people" and the volunteers serving them?
If you're going to build a shelter, build a shelter. This is just such a deeply weird way of going about things.

Imagine how much money the citizens of Portland save on having Rangers deal with the park issues rather than the high paid Police Officer. There is a lot of things that the Park Rangers do that the majority of Citizens realize and they do it with a soft approach compared to the heavier hands of Police interactions. Police do not have time for the smaller crimes and issues in the parks and they would just be ignored. Rangers are needed in this City.

Exactly, CC. Very well put. No one has come close to explaining how we ended up in a situation where the city is "settling" with a scofflaw property owner.
I'm afraid the answer is just that Amanda Fritz doesn't know what the hell she is doing. If Hales is dumb enough to take up this cause, I at least support his choice to take both Fritz and R2D2 out of the driver's seat. One is incompetent and the other a scofflaw basically trying (successfully) to extort the city.
I used to live in Seattle and I can think of 5 places in the International District alone that serve food until late, and that's just a short walk from the football and baseball fields. Seattle fuckin rules.
Colin, I agree on the some-things-aren't-worth-waiting-for principle. I ate at Jam once and absolutely can't understand the constant brunch line. It was good. Fine. But there are a million places as good where I can get seated within ten minutes.
My brain hurts. Let's put aside for a second the humanitarian part of this - I'm otherwise very in favor of adequate access to services for the disadvantaged, this just seems procedurally bizarre.
What I'm trying to understand is how assessing fines against a landowner for allowing a homeless encampment on his land morphed into a situation where the fines are all waived and the city is essentially taking responsibility for establishing a permanent home for an ill-defined, zoning unicorn of an encampment, as well as defending its actions against all NIMBY comers (and their legal teams) in Old Town and the Pearl.
What am I missing here? If I get 30 speeding tickets, can I flip the script so the city buys me a new car?

But were they entertaining? Did the audience have a good time? When I saw them recently, I was totally entertained and enjoyed every unique minute. The songs are tuneful. The choreography was visually satisfying. They had personalities. They are not a punk band with instruments. They are performers who aim differently than the acts that perhaps you are used to. I had a good time.
