The city really needs to establish some kind of independent body when it comes to issues such as these, as current city employees seem incapable of coming to conclusions that are not extremely prejudiced by the whims of the city council.

This is a purposefully obtuse definition of the "community service" zone laws meant to get councilors out of a somewhat embarrassing jam (how the city is on the hook to provide a space for an illegal camp is something I am still incapable of wrapping my head around). This kind of ridiculous reading of the code would be discarded without a second glance if a citizen tried to pull something like this. Regardless of your opinion of R2D2, you should have an issue with the city bending or, in this case, all out breaking code just to suit their purposes.

I'm the opposite of a prohibitionist, but we have created this situation by trying to legalize through the backdoor of medical pot. In most states, recreational users masquerading as people with real medical needs likely dwarf the number of legitimate patients.

It's untenable to have a two-tier regulatory system for the same substance, with the division between tiers largely defined by "who was willing to lie about a medical condition so they could buy weed legally either at all or at medical user prices?"

The cleanest way to handle this (which makes it the least likely thing to happen) might be to tightly restrict the definition of medical necessity, then allow true medical users (who wished to certify as such) to buy from all-purpose dispensaries at subsidized prices while everyone else pays the fun tax.

The city should make the penalty for littering one month to one year (or more) in jail based on how much and what you littered. Then give them the option to cleannup after themselves (like even preschoolers are expected to do). Time to grow up Portland.

Assuming this post is legit, seek assistance, IA. Contact county DHS and/or one of the mental health agencies in town. The system is complex, slow, and often frustrating, but support is there. You can't be his whole support system as that will likely break your own stability (already having panic attacks, etc.).

If the dude's legit and actually wants to start building a solid foundation for his own life, he'll take that first step. You can help him to get to that first step, but that's really the most you can do for him at this point. Don't burn yourself out trying to save someone if they're not ready to be saved yet.
