The application states that funds are "secured - available now." They were not at the time of the application. Doesn't seem confusing. Seems like a lie. Made at the expense of other applicants. There is clearly space for applicants to explain any funding contingencies.

I love this taking away "our freedom" claim from conservatives. What freedoms are liberals taking away? What freedoms would conservatives grant us? What kind of world are you talking about? Do you think your right to think with the majority, and practice the majority religion, is a freedom unique to America? Is Kim Jong Un opposed to people flying his national flag, saying his national motto, and celebrating his national holidays? You need only look at how conservatives have run the government (into the ground), and at the wealth disparity between conservative run and democratic run states to see the total stupidity of your claims. Were they calling you out for having punctuation inside quotation marks, because that is the way we do it in America. And they're all about America.

If it's "strictly true" then it would prohibit privatization of the water supply, making the statement that it would prevent Nestle from privatizing it also "strictly true." Or another way to say it is just "true."

Actually the law you quoted said the gatherer must "knowingly" make a false statement. Very hard to prove of course. I think maybe opponents of this campaign assign a bit too much sinister intent to the signature gatherers. They are getting paid a pittance and probably don't know or care too much about the measure. They screw up because they're not that invested, not because they're trying to put one over on us.
