Legalizing prostitution has been tried in many countries, and it has never worked to protect anyone but pimps and traffickers. Amsterdam has shut down many brothels because they realized they couldn't stop sex-based slavery with labor regulations, and they had to enact tougher laws against street prostitution because many johns know they can get more "bang for their buck" with homeless kids, drug addicts, and trafficking victims than with legal prostitutes.
However, what does work is what has been done in Sweden. it has been so successful that Norway, Iceland, and Finland have adopted Sweden's model. The Swedish model decriminalizes prostitutes but criminalizes soliciting for sex. By doing this, sex workers who want to stay sex workers can continue to do so with police protection, those who want to leave get services to exit (89% said they want out of prostitution immediately but are not free to leave), and johns have to treat sex workers well or else risk being arrested and fined.
The problem right now is there are millions more people (almost all are men) who want to use prostitutes than people (almost all women or girls) who want to be prostitutes. The Swedish model corrects this sharp imbalance, and in doing so has reduced human trafficking while protecting the few adult women who choose prostitution and putting consequences on men who give sex workers reasons to report them.
