In Berlin, there's a ton of bars on the Spree - Berlin's equivalent of a superfund river- that have portions directly on the water. Some have hot tubs right on the river Many of the beaches were force-created by private business grooming. It's notable to consider that Berlin's winter is much more brutal than Portland, but the beach bars on the river are a BIG thing there in the summer.

Whoever did hiring for the Half & Half is doing something right, because they have some of the nicest most sincere employees in town. The customer service, perhaps because of the tiny size, feels much more real than the normal "Thank you and come again!" schtick at other places but no less nice. They rock.
