This is just sad, there are so many other alternatives the police could have used. The fact that we do not have a body that can look at this type of behavior by the Portland police is a shame. All the adults involved in this case dropped the ball and should feel some responsibility for this ending up a case of police abuse.

Another stupid attempt to punish the people who now find themselves on the street and just want some kind of safety. This ill-fated program will just waste money and not solve anything. This is another PR stunt by a mayor who thinks he has a future in politics, he and his buddies on the council fish and saltzman do not have a future. There are people who have real solutions to solving or moving in a positive way, but they are not at the table. This program will just anger activists who try to help and get some lazy civil rights lawyers off their butts and into federal court to stop this madness. Where is the ACLU, the Lawyers Guild, the lawyers who make money suing the cops? The activists are fighting hales but I don't see many lawyers doing "pro-bono" work. Would someone take this guy hales to federal court and kick his ass; hurting the most vulnerable among us who are veterans, mothers, children, and people who are hurting the most guarantee hales and his buddies a special place in hell. Speaking of hell, where are you good Christians when we need your love? out to lunch with the mayor?

Once again we come up to a possible change in the way we do police work, only to be disappointed by the system and the people who work in its corrupt halls of injustice. Turner not understanding what the judge was saying to him and his union is sad. The fact that the DOJ comes off looking so weak is sadder. The city council will change as more and more people see we must have change or we will have more blood in the streets. This settlement is corrupt at its core and cannot be fixed, it should have been rejected.

Keep voting for these jerks you have in office and expect different results. I will vote for this Nick because he stands for the working guy. $15.00 per hr is reasonable and all states and local governments should pass this minimum wage.

Mr. Turner should resign; he misrepresents what happened at the Fairness Hearing with Judge Michael Simon. Over 60 people most just citizens came to tell their stories of what it is like to come into contact with the Portland PD. The organizations that deal with police accountability are surly important in what they see and hope to see changed, but it is the everyday citizens that got to me. Stories of police taking stuff away from the homeless, the “Sweeps” where the homeless are told to move, but have no place to go, the arrogance of the rank and file. Mr. Turner should resign because he does not understand that the people who took the time to testify are fed up with the Portland Rogue Gang who is paid for what they do. Mr. Turner missed the point that business as usual is not good enough, we want a police force that the Department of Justice will someday say, and they are trying. You use the old saying that says, “…We put ourselves at risk on a daily basis” That one will not work anymore; the citizens are more at risk on the streets from your police than you are, and we don’t get paid. Why is it you guys don’t like living in Portland, the city you protect? Why is it that you have the City Council so afraid of you that they will not make real change? Why it is when people cause the citizens millions of dollars in awards to the use of excessive force, not one police officer is held accountable? Yes, Mr. Turner you should resign because you do not represent the good guys on the force who want to be part of the community, you represent the bad guys who once said to me, “Take my card, they will not do a damn thing to me” and they didn’t. Say goodbye Mr. Turner you time as Union President is up!

When you say, "I don't give a shit" you should just shut the fuck up. You asses that tell stories about the people on the streets and want the cops to harass them are the same type who would lock everyone up who you don't like. Even a state like Utah figured out that it was costing them more to have a person on the street than to arrange to get them into some type of apartment. Bud Clark is a Fish failure, a 40-50 million dollar failure. We keep doing the same shit over and over and wonder why things don't change. Chief Reese is an ass and will not solve any of these problems. Until you start involving the people on the street on how to try to get some level of control over this problem you are going to have people like, "I don't give a shit" running his big mouth with his small brain."

This is a baby step to help out R2D2. They have worked hard to establish themselves as good neighbors, they should be welcomed and assisted. There are others who need our help and we must not let any human being be left out in the rain and cold. When I die I want to be able to say I tried, not that I was afraid. The homeless/houseless issue is very complicated and will take all of us of good will to shout down those who are just afraid.
