Slightly inconveniencing motorists is tantamount to a hate crime, duh. Besides, dead bodies in the street are considered no-cost traffic calming devices nowadays, after all. PBOT hasn't officially approved of this, obviously. They still need to do another 10 years of unprecedented pedestrian deaths on the roads before they decide that people not dying it more important than people getting home 2 minutes faster.

Lead is a neurotoxin. There is no such thing as a "safe amount of lead released into the environment". That a company in this day and age would be so negligent (especially in Portland), is just mind-boggling.
