Update 12 pm, Friday: The "official" release went out, with assurances that this won't cost the city any more than the current design and that, yes, for now, despite the Chevy in the picture, officers in 2011 will be driving Ford Crown Victorias. New-look cars will be added as the old ones are gradually scrapped and chopped for parts. A better picture of the new design—complete with Twitter handle—is here.
