Show me any tenant advocate, and specifically any member of Portland Tenants United, who has EVER advocated for a landlord hardship exemption. You can't, because that person doesn't exist. And they certainly don't exist on Eudaly's staff, who have been rude and hostile whenever I have brought up the issue to them.

Portland renters, get ready to see a massive spike in 9.9% rent increases, for-cause evictions, small-time landlords selling to owner-occupiers or large corporate investment groups, much higher initial rents, income requirements, and security deposits, and a lot less new rental supply coming online. A couple lucky duck incumbents will get a financial windfall. Everyone else will get fucked hard. Great job, Portland.

Government intrusion into the free market has never made things cheaper. This is defacto rent control which is illegal under Oregons constitution. Funny how the city government likes to follow some rules and not others.

But really the bottom line is that mom and pop landlords cannot afford to pay these costs along with the ever increasing tax bills. The only people that can are large corporations with lawyers on staff.

@Dick0781 Yep, if you've ever dealt with a small-time business versus a massive corporation, you know the difference in terms of owner response, customer service, and just the pleasantness of the exchange. Say goodbye to all of that for Portland's renters. Their anger at the "greedy" landlords will simply mean rental property will only be purchased and owned by much deeper pockets going forward. The nice local folks can't afford this mess the City is creating through its ignorance and hubris.

I would like to know what happens if a tennent takes the moving money and then refuses to vacate the rental? Is there recourse and yes is this taxable income? It seems it should be.

Another unintended consequence of this unbelievably foolish ordinance: a guaranteed loss of urban tree canopy. Say goodbye to all those small affordable homes that were formerly rented by responsible, local landlords. Say hello to $999,999 mcmansions built lot line to lot line.

@Stonegal No, there is no recourse. According to the relocation factsheet found on Eudaly's website, "Renting a dwelling is a responsibility that a property owner assumes." Of course there is no mention of real world costs, labor, and liabilities. No mention of mortgage payments, property taxes, home owner's insurance, maintenance or repairs. Even their factsheets are obnoxious and condescending.

@Chloey Of course their fact sheet is condescending - it was written up by moochers who have never owned a property in their life and have no idea of the expenses and responsibilities associated with it.
