When is Wheeler going to get the message that the rest of Portland, not just the downtown business community, is also entirely sick of bike and car thefts by junkies, aggressive panhandlers with dangerous dogs, and the other vagrant-by-choice people who leave trash, needles, and human waste everywhere?

We need a combination of better services and support for the mentally ill, disabled, and working poor, and way harsher enforcement on those who choose to panhandle and steal to fund their street drug lifestyles. The homeless are not a monolith. Being lax towards everyone because some percentage of them can't manage their life without assistance is not a solution.
