Because they are a monopoly and have no pressure to improve anything about the riding experience. This has been a problem for years on many routes and nothing has been done about it ever, other than cutting service to make it worse in some cases. But without alternate service we can't put economic pressure on them to improve anything. Pointing out these issues to them only results in a form letter that is nothing but a polite dismissal or no response at all. If any other business was run this poorly it would fail miserably. We should demand more for the tax dollars that keep this shitshow afloat.

Yeah I was wondering the same thing about a year ago. There are no laws in Oregon that limit the number of passengers on a bus. You could literally keep adding people until the bus was too heavy to meet the speed limit before it ever became a problem.
