Why was this a closed meeting?

There wasn't a quorum of city council members, and it's not a city committee, so open public meetings rules don't apply.

This is just another insidious action that has already been decided behind closed doors and will soon be forced upon Portlanders to accept. Expect more of the same next year once Sam "the scam" Adams is Mayor.

Let's see if ANY of the City's laws will be followed this time.
