Even if the city owns it, a new design would have to go through the historic landmarks commission (even if a member was on a competition judging panel).
As the HLC members almost uniformly noted when this sign was there a few weeks ago, though they can't control the content, the font, outline, stag, etc are all key. You can change the message and get through the HLC, but not much else. In other words, designs that make the "O" in Oregon akin to the U of O's blockier "O"--or that add a damn neon rose--are not only cheesy but they wouldn't fly in the landmarks process.
