Gas hitting $4/gal this year and $6/gal next year may change things.

A couple clarifications:

-The bill does not earmark any funding for CRC
-It does establish the Urban Trail Fund with the promise of a $1 million seed, though it hasn't identified a specific funding source
-It also directs the OTC to allocate $24 million for non-highway projects, split between bikes/peds/transit

So, it doesn't exclude any increase in bike/ped funding. It includes the potential for such funding.
