Hmm, if this constitutes harassment, then just about every single detective on the PDX police force should be prosecuted, no? I mean, isn't it status quo for officers to constantly call and badger people in an attempt to get them to provide information? It's what I have grown to know as standard operating procedure as taught by law enforcement courses nationwide.
