It's a great idea, since I'm sure there are a lot of business owners in the Portland area who don't kowtow to the PBA. This is something worthwhile that you could pursue outside your journalistic duties.

Well this is right on the money. The cost of criminalizing addiction (which is what the whole sit / lie kaboodle is really about) is about 100 times the cost of treatment.
My guess is a week at detox is about $1200, a week of inpatient at DePaul is $1000, a week of outpatient at NARA is $500, a week of inpatient at Adventist is $9000, a week of outpatient at Cascadia is $700.
The cost of a conviction for sit / lie? Count police time, jail time, lawyer time, court time, probation time, political time, and your cost per conviction is very high and there's no evidence of deterrence, no learning, no growth, no change.
I like it. Downtown business and condo owners could CHOOSE which group their forced special tax gets applied to. Each year they get to check off a box about who to give their portions of the millions to, either the PBA or what I suggest should be called U.P.Y.O.U.R.S.P.B.A
