Maybe as bike ridership has increased, so too have (a.) awareness at how to lock your bike up properly and (b.) the average number of people at bike corrals at any given moment, making it more difficult for potential bike thievery. Bike lock quality has doubtless also increased given stories like the Bic lockpick from a few years back.
Why report a bike stolen if you don't have some sort of insurance in place to cover it? People know the likelihood of recovery is nil. It seems pretty likely to me that a considerable number of people aren't likely to report their bikes stolen including myself. I don't have insurance to cover it. I'd post it on craigs and bikeportland.org, but why invite an interaction with the police. I've tried making reports about being hit by a car, and being threatened by a driver with her car, and both of those interactions ended with a condescending cop not making a report.
