Has a grand jury ever convicted anyone of anything?

I for one, want to see police officers trained in emotional/psychological coping skills in order to interact with the broad range of humanity on the streets of our neighborhoods and communities. I want a domestic police force that is functioning appropriately out on the streets in civilian reality, versus only being trained for military action on home soil.
