So... how are cops supposed to arrest someone on horseback? Honest question -- do they wait for reinforcements?

@Mello - Yes. They make the arrest, and then call in another officer to take custody.

Thanks for writing this. I've felt the same way for years. It is totally ABSURD for cops to be riding around on horseback. WHAT CENTURY IS THIS? We are cutting budgets left and right, so it only makes sense that the cops should give up their fun horsies.

As if the wasted expenditure weren't bad enough, the Portland Police Bureau's horse paddock is occupying prime river front space just north of downtown and is compromising the Centennial Mills redevelopment plan.
