Maybe the Mayor can propose:

1. A curfew for law enforcement accused of killing people.

2. A new city crime of failure to control law enforcement access to guns.

4. Increase penalties for possession of loaded firearms.

5. Excluding law enforcement from neighborhoods with high rates of illegal firearm use.

6. Mandatory drug testing (including Roids) post shooting or discharge of taser.
