We could never have a bill that, say, asks people to REDUCE their consumption? Because what is going in these thin plastic bags but far more plastic, paper, packaging than the bag itself.

Let's not get into overpopulation, no, that's a dirty word that never comes into discussion when we want to talk about sustainability or environmental causes.

I thought they banned using government funds for birth control. But isn't cutting off nuts a bit extreme ? OH I forgot it is Portland.

If you poor they do pay to clip you:
"Free clinics to sterilize males may be conducted as
part of the family planning and birth control services offered by public agencies as described in ORS 435.205."
