Tax break blackmail is bullshit when GE does it, and it's just as bullshit when the "creative" industry does it.
Just like every other industry, film productions will locate here based on a wide variety of things: access to (cheap) labor, access to materials, the natural environment, prestige, proximity to other players in the industry, etc. If they lost a few bucks from the subsidy, I guarantee Leverage wouldn't up and move to Alabama or wherever. It just wouldn't pencil out.
The Oregon Center for Public Policy are merely lobbyists for parts of the Oregon budget they like and against those they don't. They are exactly like Republican strategists in identifying programs that they can successfully challenge on a sensational basis and do so with sensational language ("Hollywood fat cats").
