Wait, why the hell are the beanbag shotguns even able to fire not-beanbag rounds!? That seems like a supremely stupid design ...as this mind-blowing situation demonstrates.
It's actually a great design with easy color coding that obviates the need to carry two weapons. Unfortunately, it also requires an operator that isn't a neanderthal.
I can understand accidents happen, and have been in military units where trained soldiers have "accidental" shootings where the wrong ammo was chambered even though they know they loaded something else or "thought" it wasn't loaded at all. But why the hell did the officer need to fire 5 less than lethal rounds? From all witness accounts there were 4-5 shots in rapid succession, that is the uncalled for part of this. Not only was that an over-reaction on the officers part, it's wasting our tax dollars by just burning up these less than lethal rounds unnecessarily.

It seems like a bean-bag round would be visible as it goes through the air and pellets not so visible, so why wouldn't the shooter not realize the gun was loaded with the wrong rounds after the first 1 or 2 shots were fired. And as was pointed out in a previous post, why would you have to fire more than 1 or 2, at the most. Unless the range to the shootee was too far, because I assume that the range of a bean-bag round would not be all that far. Maybe the PPD needs more practice firing these things.
This is the same cop who took my camera back in 2008. Goggle Search: Police Take joe Anybodys Camera" - In my opinion this cop is not the kind of officer I want in my community, the way he treats people is disgusting. Now Look. What next?

Why was this guy still a cop again? Oh, that's right, Portland PD has open Nazi's serving on the force.
A message for the pigs, keep this shit up and you'll have another Christopher Monfort. Can only push people so far before they break, and explode.
How long before the public at large explodes from another cop shooting someone with impunity?
