I wrote a script called "Horror 'Hood" back in the mid-90s with Reggie Bannister of the Phantasm movies. It would've looked a lot like this, I think. Inner city, vicious monster...no blade-claws, though.

We forced copies on Quentin Tarantino and Steven Seagal, among others, but never got anywhere. (It needed a lot of work, to be honest.)
