No, you have to commit a crime to become a ward of the state.
You would rather it were the other way around?

A mentally ill person seeking help who walks into a county or government agency looking for help will receive little assistance and at best will be sent into a bureaucratic maze. A mentally ill person who smashes a window on the same government agency building and yells at the government employee will be either civilly committed for up to six months at the cost of many tens of thousands of dollars or jailed, after which a team of lawyers will arrange for evaluations and treatments and possible hospitalization at the state hospital also at the cost of thousands of dollars.
