Being homeless ain't criminal.... setting up squatting tents downtown is. Now, on private property - another question maybe Randy Leonard would like to chime in on, as this mess is his own fault.
But, Homelessness can never be 'solved'.
You'd think the city just hadn't spent a wad on that shelter by the train station, among many other things.
'Dignity' has never worked as a place of transformation it was intended to be. Since before the economy tanked too.
Instead of 'occupy' linking itself to this battle, which you know they will lose, they ought to instead heed the words of advice by the writer Dan Savage posted.

I have my whole life long been sickened that only the wealthy or at least upper middle class citizens have to capability to obtain "land." There was still a homesteading act as recent as the 1980's(in Alaska) which granted a person a large swathe of land. And now, all these people want is enough room for a damned tent. There is enough ROOM in this country for every one of us. What gives the people with money more rights to have somewhere to lay their head? This country is largly composed of the selfish.
