I have supreme confidence that the city's estimate of the operating revenue shortfall will be extremely accurate. The city has such a good track record on these sorts of things.

It seems like it kind of rains a lot here. I'm not sure this is a super idea. "If you launch in September, you get a month of good cycling." Then 90% of the bikes sit rusting in the rain until May?
Minneapolis did it as a non-profit. It worked great and they expand as they can to satisfy growing interest. Their sponsors included Blue Cross-Blue Shield and a federal grant to fund a 3.2 million dollar startup in a much larger metropolitan area.

Dump the "smart-dock" approach to bikeshare and go with the "smart-lock" approach. Advantages of "smart-lock":
