Describing a S.H.I.E.L.D. agent costume as "all dark clothes" with guns seems like an attempt to make something silly sound as bad as possible.

It turns into comedy gold with the arrival of the phrase "dress up." It's clear that these good Americans just couldn't think of another, possibly better way of putting that.
