Reform Delayed: Judge Orders Trial in Feds' Civil Rights Case Against Portland Police

Maybe I'm missing something here, but... Isn't the city just putting the oversight portion of this consent decree in the hands of an unaccountable group (Albina Ministerial Alliance Coalition for Justice and Police Reform)?

I went to their website and there's no information on who exactly is part of this organization and how their leadership is selected. I'm not trying to say that AMA isn't doing good work and should be trusted, quite the opposite in fact. But there needs to be more transparency on their part in regards to the bureaucratic portion that they're becoming responsible for.
Our City Council is able to fast-track anything but accountability.
