I think we should just keep raising them water and sewer rates, justified or not, just so we MIGHT get a better interest rate.

If a new Water District gets voted in, does that new entity assume past debt, or could the City Council who borrowed all that money and be held liable? Let's have an independent audit to see if those funds were actually spent legitimately and/or if any kickbacks were paid.
