That's exactly how City Hall views the citizens of this city. Disgraceful. How a city employee, even a lawyer, could utter that in public shows how ass backwards this city is run.

Maybe they can just flush some of our utility money down the toilet...since water would be involved in the flushing process, the city could try to justify it. "Drainpipe interior wiping," "currency absorbency testing," I'm sure the can come up with something.
