Thanks for citing the work. We find it interesting, as the City tries to pit one victim class against another: Amanda Fritz was Commissioner in Charge of the Human Rights Commission during her first term. Through their Police Community Relations subcommittee, it’s been HRC’s charge to implement the City’s 2009 Plan to Address Racial Profiling. Had they done so, the City would have been reporting annually on “Strategy 4: Collect more specific traffic stop data to allow improved analysis.” Failing to implement the Plan, DoJ Investigator Charles Gruber could testify he found no race-based patterns of 14th Amendment violations in the City’s traffic stop data. Fritz had failed her responsibility to obtain and report such data. She now seeks to confine any remedy of Constitutional violations to those “perceived to be in mental health crisis.” This is her second pirouette to avoid pursuit of racial justice.

The proposed Agreement calls for the Plan to Address Racial Profiling to be finally implemented, and for the Police Bureau to ‘consider’ enhancing its demographic data collection efforts. Unfortunately, the Agreement keeps responsibility for this work within the police-centric PCRC, where the work has been stalled for years.

Ultimately, the issue is not one of race or mental illness. At issue is civilian authority that - having failed to ensure lawful, constitutional protections - is in dire need of oversight. The most effective COCL might actually come from someone with experience in rooting out other forms of police corruption. The selection process need not concentrate on which constituency City Commissioners seek to curry favor with.

The Police don't profile mental illness, but they do profile aberrant behavior. Nobody gets a fair trial unless they are wealthy, so the Police also profile the low income. Low income largely consist of street people, who coincidentally, are largely mentally insane. Blacks are also demographically financially less well off. Now, that boils down to a chicken or the egg dilemma. Are more Blacks profiled because more blacks commit crimes, or are more blacks incarcerated because more blacks can't afford a proper legal defense, which statistically results in more Blacks fitting the profile of a target group to be profiled? Essentially, the Police will abuse anybody they think can't defend themselves. Profiling is as hard to prove as hate crimes; you can't read peoples' minds. All you can objectively do is judge actions. Motive is always a consideration in sentencing, however.

The 'reform monitor' needs to have the authority to compel meaningful change.
That includes the ability to petition that individual officers be fired.

Problems like this are almost always cultural. Read The Knapp Commission Report for an insight into police corruption that is timeless, it could've been written 1000 years ago, it will ring just as true 1000 years from now.
