Sounds more like a complete and total lack of discipline in Kruger's case. He worms his way down to just having a mark on his record already knowing that he has another deal to get that and his nazi past removed from his record... Where are the consequences?

Any statute of limitations on police discipline? In both Hamann's and Kruger's cases, the alleged misconduct was years ago and off-duty. In the meantime they both had been promoted and theoretically evaluated by superiors who are known to do a "360" review of their performance. How long are accusers allowed to hold back complaints? Until they think they can get something in return, like, say, $50,000? I'm not saying either one is a choir boy, but there should be some point at which people are able to move on with their lives without always looking over their shoulder.

The biggest problem with the PPB's methods of discipline is that they tend to be based on results rather than behavior. For instance, if an officer runs a light and doesn't hit anyone, he is unlikely to be disciplined, whereas if he injures someone, he will receive some sort of reprimand. Unequal results for the same behavior is not a good way to encourage proper behavior (kind of like why crime isn't always impacted by arresting people, since they have probably gotten away with it 10 other times).

The fact is that society in general, and law enforcement in particular, rewards charisma and personality above character and integrity. Any thoughts on how to resolve that situation?

I want to see that NAZI shrine. Until now, I hadn't realized that it was in a public park. This is a very interesting story. The other cops are just regular abusive dipshits, but Kruger is something special. How about an in-depth interview with him, including pictures of any other shrines he may have created? I'll bet he would sincerely appreciate the opportunity to explain in detail, his side.

@jimmy carter, the retaliation that resulted in a 50k settlement occured barely a year ago. Kruger is consistently in trouble, but seems to have an uncanny knack for getting it all wiped away. Makes you wonder if he really does have dirt on somebody above him.
