It's only littering if they don't pick it up after a reasonable period of time, say a few days. Otherwise, I'd say it's a practical, waste-avoiding sharing strategy. Even in the ritzy neighborhood mentioned.
I put out 2 enormous free piles when I moved, both of which got completely scooped up within a day or two (apparently I should have had a garage sale?). Just because you don't want free stuff doesn't mean others don't as well!
