I'm pretty sure the city has inspectors you can call for this sort of thing, and maybe there's a tenants rights organization that could help you as well.

WOW! Have you tried asking Pacific Power (or whoever your power co. is) exactly WHY your monthly bills are around $200 even during the summer months, despite you having to keep off most of the power to your OWN unit?

I doubt they'll have trouble finding renters. 3% vacancy in this town. New arrivals will be clamoring to live in your authentic FauxPo shithole (it's near Pine State Biscuits!!!!! Sure do wanna smell breakfast meats 24/7!!!) and trying to outbid each other. You will not be missed.

You should have called the City's Neighborhood Inspections Program (Housing Inspectors) and had the Man put the hammer down. These slumlords will skirt the law any way they can because they know most tenants are not well-versed on housing codes. Get the City on your side and make these slumlords do what's right. Being a landlord is strictly for profit, and they can afford to make the structure meet City code.
