Actually, it's not illegal to go around someone who is making a left, and it annoys the shit out of me that so many drivers in Oregon don't seem to understand this. Here is an excerpt from the Oregon Drivers manual on the subject:

Passing on the Right
You may pass on the right
only
under one of the following conditions:
• The driver you are passing is making or has signaled for a left turn.
There must be suf
fi
cient space to the right for you to pass without
leaving the paved portion of the roadway or driving in a bicycle lane.
The roadway in front of the vehicle you are passing must be clear.
• You are traveling on a roadway with two or more lanes traveling in
the same direction and the vehicle you are passing is in the left lane.
You may pass the vehicle using the right lane.
Use extra care when you pass on the right. Other drivers do not expect
to be passed on the right

Maybe the writer of this should quit bottling the shit out of traffic by making left hand turns on busy two lane streets. Ever heard of going down a block or two to a place where it is clear to turn, or maybe just make 3 rights. Holding up dozens of people while you wait to make an uncontrolled left across a busy oncoming lane is narcissistic bullcrap.

Also memo to PBOT you could solve a lot of these issues with traffic circles, get to work.

It should be so much harder to get a license than it is, and the penalties for driving without one should be much, much harsher. Being allowed to drive shouldn't be such a given -- it's a privilege, not a right. Licenses shouldn't just be handed out to any dumbass that applies -- this is potential life-and-death shit, man.

OK, so it's legal under the conditions you listed. But I,A described a situation where someone passed in violation of at least two of those conditions:

"The roadway in front of the vehicle you are passing must be clear." and "Use extra care when you pass on the right."

So he/she was kinda right when they referred to it as "kinda illegal".

So you're the jackass that stops traffic on MLK because they're too lazy to go down 3 more blocks to the turning lane with a signal.

People are speeding around you because you've stopped dead in the middle of a busy road. May not be the best decision on their part but you're the one that is causing this dangerous situation to be possible in the first place.

Find yourself turning left onto southbound MLK from Alberta? Here, take a cue from a relatively long-term resident of the neighborhood (7 years!): Hop down to Prescott and wait for the light there. No cross traffic!

Fucking clueless drivers here... no awareness of how they prevent everyone else from getting anywhere... not only do they not pull into the intersection to wait to make their left turn, they get stuck there for another light or two because they cannot judge how fucking slow the oncoming car is moving so they sit... and sit... fucking walk, assholes. So passive, no cajones. They can't watch for more than 1 movement in one direction... it's too confusing. Hey and the stop signs... hey dick, I stopped first-I go first. And what's with leaving a car length or two, when stopped at a traffic light so the people behind you can't get through the intersection. And then when it changes, y'all go so slow that 3 cars make it through the green light when in any other city, 10 cars would make it through.... cause you still need those 5 car lengths between you and the guy you're behind.

how about when you're 10 cars back in one lane and you decide to change lanes and you discover... there's no one in the other lane but everyone just passively sits in the same lane... through 3 lights because, I dunno changing lanes is challenging?

Or there are two cars taking up three curb spots because they can't parallel park, need all the extra space because it's so hard to get out of a spot, and lack consideration for anyone else that might need to park.

Or the driver that stops on a busy street to allow someone to cross against traffic... especially when it's four lanes and the oncoming traffic may be unaware or unable to see this person crossing against traffic and against all good sense. You're not being courteous, you're creating a hazard, asshole.
