It's there, I have noticed it and it should be illegal. Even during normal hours there just is no fucking reason. Straight up harassment.

It's illegal for civilian aircraft to be doing, but soon it will be replaced by a squadron of drones. Fortunately, drones are really easy for hackers to commandeer and reprogram.

I wonder if the guy just gets loaded and flies around doing spins loops and stalls for hours at a time. Sounds like fun. Suicidal granted, but what a trip!
