I have been a loud critic of the safe sleep policy (sorry merc for clogging the airways, but when I see what was broken restored I'll shut up). I believe in safety in numbers, but not in tents for a number of reasons I won't elaborate on yet again. BUT I was passing TPI today and saw people out there with their mats and thought it worth pointing out that under the Burnside bridge 3 years ago when mass sleeping was tolerated (before the yellow tape went up), people were not allowed to congregate - or just did not do so - until evening time, then they left during the day and central city cleaned the sidewalk a few times per week.

It worked well up until the street sweeps cause way too many people to flock there, but before this people got along fine, the place remained clean, and volunteers seemed to gravitate there. So when I say mass sleep I mean sleep not hang out on the sidewalk all day.

Safety in numbers for a NIGHTS (not day's) rest is essential. large numbers is essential as it makes it such that anyone is welcome not just you and your buddies, and It puts bad apples in check/ facilitates self-regulation among homeless. Overhead protection is essential because it rains. You can find all these things for free, just need the mayor to refrain from breaking it up in the downtown area at night as has been the practice since the street sweeps in 2013 long before this 'safe sleep policy'
