The IH project also eliminated the very modest parking requirements enacted in 2013. So, assuming most of these proposals have at least 31 units, they will be required to include some parking.

Corporations are not going to do anything voluntarily while they can make a profit. Impose stiff penalties if they don't, and they will comply. They only operate according to the bottom line. When has it ever been different?

Yes, burn, and if you eliminate the profit potential the investment dollars are going to go somewhere else, and we happen to be talking about the construction of desperately needed housing in Portland, where the vacancy rate is under 3% and more people are trying to live here than we have units to house them.
