I mean, this argument only works if you arrest vagrants and other homeless who trash the place, rather than Portland's approach of letting them camp and dump literally wherever they want without consequence.

I am very much in favor of funding lots of supportive and low-income housing, provided it is paired with strict enforcement to get people off the streets. Treatment or arrest should be the two options, that way we take care of those who want and need it, and drive away the homeless-by-choice druggies, thieves, and other ne'er-do-wells.
