I would like to know the number of people who are arrested in Multnomah County, and those who are in Multnomah County Jails, that are actually Multnomah County residents. If the jail population and those that are arrested in Multnomah County aren’t all Multnomah County residents, why would that whole population then be compared to the Multnomah County population? Those arrested and also the people who are jailed in Multnomah County aren’t just Multnomah County residents; they are also residents of Clackamas County, Washington County, different states, and so on. Did Lamb’s research take this into consideration?
