No surprise here, the only way ODOT could reach that conclusion is if they're fudging the numbers. Anyone with half a brain knows that this project would result in more cars on the road more frequently, the opposite of what we need.

I would say these things are certain: the number of cars on a highway expands to fill any and all lanes, and planning a future based on automobiles and fossil fuels is stupid and insane, as it will make an already suffering planet worse. Expanding I-5 is an admission of failure and a move in exactly the wrong direction.
