"effected by these cuts" If this was a verbal quote, then the journalist here needs to revisit 4th grade grammar (assuming they even bother to teach it any more).

"I'm really disappointed," said Farrell Richartz, business manager for Laborers' Local 483. "This is effectively an anti-worker budget."

According to their Form 990 he's already getting over $124k a year so he's probably got a little room for belt tightening.
