Good morning, Portland! I hope you've got an empty stomach and an open calendar this week.

Here are the headlines.

Cop Contracts: It's almost time for the city to begin negotiating a new Portland police union contract. Local racial justice advocates have some demands for what they'd like to see in the new contract—including comprehensive officer drug testing and increased civilian oversight.

Fear and Loathing in Lake Oswego:

Vape Ban: The Trump administration is planning to ban flavored e-cigarettes soon, in a response to a recent string of vaping-related illnesses and deaths. It's still not clear what the common denominator is among these vape deaths—in Oregon, we're still waiting to hear which cannabis shop might have sold the vape pen that lead to one person's death—but getting rid of flavored tobacco has been done before to limit its appeal to kids.

Not Enough: About 2,000 state and local governments are currently suing Purdue Pharma, the pharmaceutical company that played a big role in starting the opioid epidemic. Now, Purdue is trying to settle with a total payout of $12 billion—but Oregon and Washington's attorneys general aren't on board.

Impeachment Watch:

Watching the Debate Tonight? The third Democratic presidential debate is tonight, and things are just starting to get more serious. Here's a rundown of the time, place, candidates and more.

Blowing the Whistle: The Supreme Court has been pretty kind to the Trump administration lately—most recently, it upheld its ban on nearly all asylum seekers at the US-Mexico border—leading Justice Sonia Sotomayor, one of the more liberal judges, to warn that the Court is doing “extraordinary” favors for Trump.
