Why do Portland and Seattle, two supposed progressive cities (the two biggest cities in the Pacific Northwest) have two of the most violent, criminal police departments in the country? PPD and SPD are pretty much on par with each other with regard to investigations by the federal Department of Justice, use of violence, killing of citizens, etc.
