Good morning, Portland! The date is August 4, 2020, and we open with some footage of Portland police chasing and brutalizing protesters for (checks notes) following orders and moving East:

That video comes from last night, when protesters gathered outside the Penumbra Kelly Building—which houses a Multnomah County Sheriff's office—and police declared and unlawful assembly before bull-rushing the crowd and making two arrests. From the Oregonian: "Police said objects had been thrown at officers; reporters saw a water bottle and a small inflated pig toy thrown toward police."

Okay, here are the rest of the headlines.

• From Mercury contributor Tuck Woodstock: "Less-lethal" munitions are meant to be fired at people's legs, so that they don't cause serious injuries to the head. But protesters have been hit in the head by these munitions, fired by both federal and local officers, over the last 68 days of protests.

• Leaked audio shows that federal officers trained to protect federal property (like the Mark O. Hatfield Federal Courthouse) were encouraged to target "unruly" "rabble-rousers," and told that a lot of protesters want to be arrested. A defense lawyer told Politico that this direction "invites arbitrary enforcement based on vague and illusory standards."

• Portland Police Chief Chuck Lovell got an opinion piece in the New York Times yesterday. In it, Lovell calls protesters a "spectacle" that are "drowning out the voices that need to be heard to make positive change." Because apparently it was very easy to make positive change in Portland before the protesting began.

• In a new interview with Axios' Jonathan Swan, Donald Trump gave his take on the Navy vet who was tasered by federal officers in Portland: "Fake news!" He also called protesters "antifa terrorists."

• We interrupt this disturbing news about cops to bring you... some disturbing news about cows. After months of cattle being killed and mutilated in rural Eastern Oregon, a statewide investigative task force may be in the works.

• A COVID-19 update for you: The Oregon Health Authority reported 272 new cases yesterday, and two deaths. Last week saw a positive testing rate of 6.1 percent—the highest weekly rate since widespread testing began two months ago.

• Hurricane Isaias, a Category 1 hurricane, crashed into the Carolinas last night, setting off 90 mph winds and tornadoes. Extensive flooding is expected, and the storm is now working its way up to Maine.
