It appears, the proposed budget items isn't the only breakdown being highlighted by this writing. Do you have word count minimums? Would that justify the needless use of filler words and phrases?

Obviously, you feel body cams are the most important piece of information to relay. It's clear you value the monitoring and verification of those who hold positions of responsibility in our community. You know that not everyone can be trusted to honestly and accurately report their experiences to the public.

The short sentences at the beginning are a clear departure from your normal style. I bet those were written in your notes during the conference.

That 5th sentence is a mess and your thoughts only get more cluttered from there. It's almost as if you gave up after you heard what you wanted to hear and are unable to recognize what information others may value.

"has the opportunity to be particularly influential" is a telling phrase. And we all know how opportunities of influence are easily missed and dismissed in favor of maintaining the perceived safety of social status quo.

"It's common" also speaks to something, but just because a practice or process is common, does that mean you are comfortable with it?

"Because of city policy, Council is only allowed" is just ignorant phrasing, while council is subject to and limited by city policies, they are the ones in control of city policies and also have a strong record of ignoring them whenever they deem it convenient.

"the rest is set aside" - You've been through a lot, give yourself permission to take another break to seek distance and clarity. It doesn't matter how much time has past since your last break, these aren't normal times. When you need a break, you need a break.

"over the course of the next three years" could just be "over the next three years," you don't have to buy in to following a specific course you feel locked in to, you can make your own decisions about how to proceed forward.

"Many of Wheeler's proposals that he categorized as "reforms"" is a 9 letter phrase that could be shorted to 3 "Wheeler's claimed "reforms"" - You keep adding filler words and phrases to distance yourself from the content and a sense of responsibility.
