Cyclists need to be incentivized, not 'taxed'. The reason being, when a person visits a neighborhood by bike instead of by car they make a car-sized parking spot available. Unfortunately you have a sort of 'tragedy of the commons' developing here in the absence of an incentive to ride instead of drive. Lets not tax our one natural ally in maximizing parking in the city: the cyclist.
