I think Lera Shcheglova should read up on the history of Portland, Oregon. This city has never been as innocent as she proclaims. Debauchery, around the city, dates back early settlements in the area, all the way through the 80's and 90's. It still exists here, it's just more spread out and subtle now. Read the book called "All God's Children", for an eye-opening experience regarding crime in and around Portland.
Watch your own belongings. I had my wallet stolen a few months back and my only thoughts were "well I'm a dumbass for leaving my purse unattended." Shit happens and it's naive to think Portland was ever immune to that. Maybe walking alone at night or standing outside alone isn't the best idea either. Take some responsibility for the things that happen to you!
