No, he's one of those people who thinks going, "PORTLAND'S RACIST!" is enough of a statement on its own, then noting the follow-up silence as proving his point for him. Well, maybe you won't get laughs by calling people bigots. Or maybe they're reacting to the fact that that's a lazy way to get laughs. Perhaps they're entirely aware of the fact that gentrification and history led Portland to be the way it is now, and they don't actually need to be told that. Maybe W. Kamau Bell would also find it not-funny if someone called him a bigot, too.

No, there's plenty of awesome people writing and talking about race right now: he just doesn't happen to be one of them. Unfortunately, he's famous.
